Australia to introduce tougher laws against hate crimes

Melbourne: The string of attacks on Indian students in Melbourne has led the provincial government of Victoria to push for a plan that would have tougher sentences for hate crimes. Melbourne is the capital of Victoria.

The damage control action comes within months of Australia launching a multi-million dollar effort to woo Indian students.

In a plan being pushed by Attorney-General Rob Hulls, judges would have to take into account "hatred for or prejudice against a particular group of people" as an aggravating factor when sentencing offenders, The Age reported on Tuesday.

Tougher sentences would apply to crimes deemed to be based on victims' race, religion, gender or sexual orientation.

The state government is moving to crack down on violent attacks against Indian students, homosexuals and other targeted groups.

Indians form the second highest population of overseas students in Australia, after the Chinese. About 90,000 Indian students are currently studying in Australia.

Record turnout for DSC exam in Andhra Pradesh

HYDERABAD: A record 2.97 lakh candidates appeared for the District Selection Committee (DSC) – 2009 examination for recruitment of teachers on Friday. The examination will be held at 2,640 centres across Andhra Pradesh till Sunday for 52,000 posts.

They included 2.41 lakh candidates who took the examination for appointment as Secondary Grade Teachers (SGT), 46,000 who applied for language pandit posts and 9,000 who applied for Physical Education Teacher (PET) posts. The examination for SGTs was held in the morning session and for the language pandits and PETs in the afternoon. Director of School Education K. Bhanu Murthy told The Hindu that the examination went off peacefully and there were no complaints from anywhere. He denied reports that candidates were not allowed to take the test for turning up late. In fact, they arrived much ahead of the scheduled hour. It happened only in one instance at a centre near Balanagar here.

The DSC examination would be conducted on Saturday for recruitment of physically-challenged and deaf and dumb teachers in East Godavari and Hyderabad. On Sunday, the examination will be held in two sessions for selection of school assistants in mathematics, physical and biological sciences, social studies, Telugu, English, Hindi and other languages. 2.22 lakh candidates had applied for the post of school assistants.

Members of the Board of Education held numerous budget work sessions with Comptroller Tom Smalley, Superintendent Mark Petersen, Accountant Jay James and Assistant Superintendents Barry O'Neill and Jim Franklin and managed to cut the FY2010 budget by $3,088,551 over the previous year's budget.

The board members also attended the meeting with the employees Tuesday morning. As Dr. Petersen opened the meeting, he described how neighboring counties are dealing with their budgets in terms of job cuts or going in the deficit.

"We are not one of these systems," he said as the auditorium resounded with applause. "We had three goals: keep all our people employed, no tax increase and keep our fund balance. We have met every one of these goals."

Dr. Petersen explained expenditure cuts made by each department, attrition and pay raise freezes, the restrictions of stimulus funds and pay scales. And although no one will lose their job, next year will include either furloughs or pay cuts for all employees.

A groan spread throughout the audience as the superintendent explained that all certified employees would receive a $750 reduction of their local supplement annual pay, divided over a 12-month period. Dr. Petersen said this would average approximately $62 per month per certified employee.

All central office administrators and non-certified, 12-month employees will take a three-day furlough, and parapros who are under 190-day contracts will be reduced to 180-days.

There are 39 parapro positions in the system that are non-required, thus non-funded by the state. Thank you for your service to our boys and girls. Even with budget cuts, this has been our most successful year of the five that I've been here."

I have never quite understood how to learn a foreign language. It is a shame too. Learning a foreign language is pretty necessary in this day and age. If you learn foreign language, it makes you more employable in a variety of areas, as well as enhancing your cultural experience. Say what you want about modern translations, but until you learn foreign languages you never get to experience the beauty of foreign writers. Nevertheless, I have only managed to learn a foreign language once, and it was so difficult for me that I doubt I will ever try it again. It was just too much work!

I managed to get all the way through college without ever successfully completing a learn foreign language program. I took a little bit of French in high school, but I dropped it after a couple of semesters. In general, I was a good student. Most subjects came easy to me, but I couldn't manage to learn foreign language no matter how hard I tried. I loved French culture and French literature, and I desperately wanted to learn how to speak French, but it just wouldn't come. I ended up taking an American sign language class to get rid of my learn foreign language requirement. Even that was difficult!

I struggled with learning a foreign language all through college. I went to a liberal arts university that demanded it, and I knew that I could not graduate with the degree that I wanted unless I managed to learn foreign language. I tried using how to speak French software, hiring a private tutor, and working with conversation partners, but nothing worked. I only successfully managed to learn foreign language when I finally went abroad. I spent a year in France, and it was one of the most difficult years of my life. Ultimately, however, it was also one of the most rewarding. I would never have managed to learn foreign language without it, you see.

To this day, I believe that the only way to really learn foreign languages is to completely immerse yourself in another culture. If you can speak English at all, you will not learn how to speak a foreign language. Instead, you will keep falling back on your English skills. If you need to learn foreign language in order to interact on a daily basis, however, it will come much more quickly. If I learned a foreign language in a year, you can probably do it using the same methods in six months!
